On December 19, 2023, I took part in the 3rd International Scientific Conference devoted to „Interdisciplinary issues regarding applicable legal regulations in national and international regulations”. The conference was held online. The aim of the conference was a scientific, international forum for the exchange of views, presentation of research results, positions, professional and scientific experiences and indication of possible new research areas, integration of the scientific community and the legal community, scientific discussion on current issues related to interdisciplinary and multi-faceted issues regarding applicable legal regulations in national and international regulations. Giving the conference an international character through the participation of specialists and scientists from around the world in the Scientific Council of the Conference and selected lectures in foreign languages also made it possible for international authorities to express their views on the conference topics. The thematic areas of the conference were related to interdisciplinary and multi-faceted issues regarding applicable legal regulations in national and international regulations. The conference topics included five main thematic blocks, namely:
– Block I concerned national and international legal regulations;
– Block II was related to national and international issues of legal regulations – economic law;
– Block III concerned legal aspects of civil law;
– block IV concerned aspects related to criminal law;
– Block V concerned the international issues of current legal regulations.
The topic of my lecture in block V was: „Selected legal aspects regarding the protection of critical infrastructure”. During the lecture, I also used a presentation prepared as part of the research group on European and national defense industry and defense innovations in the EU common defense policy, established by the Central European Academy in Budapest.
The issues I raised were related to, among others, issues such as:
1. The concept of security where I presented the definition of security as well as its division into, among others, global, international, regional economic, political, public, internal and external security.
2. Basic assumptions of the European Security Strategy for 2020-2025.
3. International legal acts regulating the protection of critical infrastructure, including cybersecurity. Among these acts I mentioned:
– Regulation (EU) of the European Parliament and of the Council on the operational digital resilience of the financial sector amending Regulations (EC) No 1060/2009, (EU) No 648/2012, (EU) No 600/2014, (EU) No 909/2014 and (EU) 2016/1011 ;
– Directive on measures for a high common level of cybersecurity across the Union (NIS2) of 14 December 2022;
– Directive amending Directives 2009/65/EC, 2009/138/EC, 2011/61/EU, 2013/36/EU, 2014/59/EU, 2014/65/EU, (EU) 2015/2366 and (EU) 2016/2341 regarding the operational digital resilience of the financial sector
– Critical Entity Resilience Directive (CER) of 14 December 2022, repealing Council Directive 2008/114/EC.
I ended the lecture with conclusions and de lege ferenda postulates. I emphasized that in the area of critical infrastructure protection, an important issue is ensuring security, which includes the following activities, namely:
1) ensuring physical security;
2) ensuring technical security;
3) ensuring personal safety;
4) ensuring IT security;
5) ensuring legal security;
6) business continuity and recovery plans, understood as a set of organizational and technical activities leading to the maintenance and restoration of functions performed by CI.
In my opinion, the event was very successful and the conference participants were satisfied with the lecture and presentation. They became acquainted with legal issues related to the protection of critical infrastructure, especially in the European dimension. I therefore consider that the dissemination event was a success.
